Yes, the address tz1Ke2h7sDdakHJQh8WX4Z372du1KChsksyU is a null address.

You can check it with: octez-codec encode alpha.contract from '"tz1Ke2h7sDdakHJQh8WX4Z372du1KChsksyU"'. The result is: 00000000000000000000000000000000000000000000.
And octez-codec decode alpha.contract from 00000000000000000000000000000000000000000000 gives “tz1Ke2h7sDdakHJQh8WX4Z372du1KChsksyU”.
